On September 1, 2021 ENACOM issued Resolution 1248/2021 to formally designate the INTI National Laboratory as an Accredited Test Laboratory for the following RF Test Standards:
Medical Devices (ENACOM-Q2-60.15 V19.1)
User Terminals for Mobile Communication Systems (ENACOM-Q2-61.03 V17.1)
Radio Base Transceivers for Mobile Communication Services (ENACOM-Q2-61.04 V17.1)
This accreditation revoked the use of Declarations of Conformity and triggered the application of mandatory local testing on medical devices and radio base transceivers, while for user cellular terminals (*) local testing would only become mandatory when international certification is not available.
This resolution established a 180-day adaptation period, so local testing will apply from March 2022 (Feb. 28, 2022).
The effects of the key posts for each device type are as follows:
Medical devices
As of March 2022, the Declaration of Conformity established in Res.863/2020 will no longer be accepted to waive local testing.
Local testing would be mandatory for new/renewable applications based on the ENACOM-Q2-60.15 V19.1 testing standard.
Applicable to the following technologies/band:
Inductive telemetry (9-315kHz)
MICS/MEDS (401-406MHz)
RF (30-37.5MHz)
Endoscopy capsule (430-440MHz)
User Terminals for Mobile Communication Systems
As of March 2022, the Declaration of Conformity established in Res.793/2019 will no longer be accepted to waive local testing on cellular terminal devices, as two (2) laboratories are already accredited.
The never repealed Resolution 4709/2018 remains effective, still allowing International Certification + RF Reports such as FCC/ANATEL/IFT/CE) to waive local testing.
Local testing would be mandatory or new/renewed applications based on ENACOM-Q2-61.03 V17.1 only for cases where there are no International Certification & RF Reports available for the assigned bands willing to be registered.

2G – GSM/EDGE (850/1900MHz)
3G – WCDMA (850/1900MHz)
4G – LTE (BB4, B7, B8, B28, B10, B38)
Mobile Communication Services Radio Base Transceivers
As of March 2022, the Declaration of Conformity established in Res.794/2020 will no longer be accepted to waive local testing.
Local testing would be mandatory for new/renewed applications of Radio Base Transceivers based on the ENACOM-Q2-61.04 V17.1 testing standard.
Applicable to the following technologies/band:
4G – LTE (BB4, B7, B8, B28, B10, B38)
3G – WCDMA (850/1900MHz)
2G – GSM/EDGE (850/1900MHz)
